La carrera de las ratas

Palabras leídas por mi esposa durante el acto de graduación de la generación 2006. Escrito en agradecimiento a la Dirección y a todo el personal del Centro de Innovación Educativa (*)

Hace algunos días, me comentaba un hermano mío que para lograr el ingreso de su hijo de 4 años a la educación preescolar, éste debió pasar por un proceso de pruebas de admisión que más bien hacían parecer que estuviera pidiendo ingreso a la Universidad de Harvard.

Y es que hoy en día, aparentemente ni los niños tienen ya derecho a ser sencillamente eso: niños. Cuanto más pronto se les pueda arrojar al torbellino de la competencia despiadada ("la carrera de las ratas", como tan gráficamente lo llaman en otros países), mejor. Ni siquiera el hecho de tener apenas 4 años exoneran a nadie de comenzar a cargar el peso del estrés sobre sus hombros. Desgraciadamente, muchos que no son más que bebés probarán a esa tierna edad el amargo sabor del rechazo por primera vez.

Hoy, entonces, abundan los centros educativos que tienen por norma someter a los pequeños que apenas entran al proceso educativo a una zaranda que les permita separar el trigo de la paja, escogiendo solo a aquellos que logren satisfacer sus particulares criterios de admisibilidad y evitando así que los que son "químicamente impuros" puedan corromper sus estándares de excelencia. Serán muchos los llamados y pocos los escogidos. A no dudarlo, éstos últimos estarán encaminados -de modo casi garantizado- a un futuro académico brillante. El centro educativo en cuestión luego podrá "rajar" de sus elevados niveles de promoción y de cómo sus graduandos (muchos de ellos robotizados hasta la perfección) logran los primeros promedios de entrada a la universidad y las mejores becas al extranjero.

Pero, la verdad, a mi me parece que esos centros en realidad la llevan fácil, porque ya desde el principio, como decimos popularmente, "van montados". Así hasta yo.

Por otro lado, están los centros educativos de verdad. A éstos, muchos niños y jóvenes llegan luego de sufrir el rechazo o la incomprensión de escuelas y colegios que no los consideraron suficientemente meritorios. Muchos de ellos eran tan solo diamantes sin pulir, que por alguna razón nunca lograron hacer migas con el sistema de línea de ensamblaje que impera en otros sitios.

En los centros educativos a los que me refiero, esos niños y jóvenes tienen oportunidad. Allí se les recibe y apoya, reconociendo y respetando su dignidad intrínseca de personas, aunque a veces ésta parezca estar oculta bajo un pelo largo o un temperamento brusco. Y, así, muchos de ellos logran sortear los escollos y llegar finalmente a buen puerto, culminando -tras años de esfuerzo, matizados por no pocos momentos de frustración- su educación primaria o secundaria.

Lo que hizo la diferencia para esas personas fue que hubo quien les tendiera la mano. Hubo quien supo reconocer en ellas el diamante escondido.

No siempre se logra la victoria, pero cada una que se alcanza tiene que hacer que valga la pena. Quienes hacen esto posible -a veces contra todas las probabilidades- son los que realmente merecen ser llamados educadores.

Constitución de la LACRALO de ICANN, reunión de Sao Paulo

Informe rendido con motivo de mi participación como representante de la ACDI en la reunión definitiva de constitución de la LACRALO de ICANN.

Asunto: Informe de asistencia a evento de ICANN en Brasil.

Apreciados(as) colegas:

Me permito rendir informe acerca de mi participación en la XXVII reunión internacional de la ICANN [1] y, concretamente, en las sesiones constitutivas de la Organización Regional de Amplia Participación de Latinoamérica y el Caribe [2]. El evento tuvo lugar en Sao Paulo, Brasil, entre el 2 y el 5 de diciembre en curso.

El encuentro constituyó una continuación de las sesiones de trabajo iniciadas en Buenos Aires, Argentina, en setiembre pasado. El propósito central era, pues, terminar de tomar las decisiones y suscribir los documentos que quedaron pendientes en esa oportunidad [3].

Desarrollo de las sesiones y acuerdos alcanzados

En el encuentro de Sao Paulo, que tuvo lugar en el Hotel Transamérica, asistimos un total de 14 organizaciones acreditadas del área latinoamericana y caribeña [4], así como algunas entidades en proceso de acreditación. En mi caso, al igual que en Buenos Aires, participé representando a la ACDI.

Los primeros tres días estuvieron dedicados a la finalización de los dos productos primordiales del trabajo: por una parte, el documento de "Principios operativos" de la LAC-RALO, que -como lo indica su nombre- define las reglas generales de trabajo interno de la organización; y, por otro lado, el "Memorando de entendimiento" que formaliza las relaciones entre la RALO y la ICANN. Ambos documentos fueron exitosamente concluidos y su texto, así como su ratificación por la ICANN, puede encontrarse en el anexo de este informe. [5]

El domingo 3, tomé parte en una mesa redonda de inducción a la organización y procesos internos de la ICANN, de mucho interés.

Al final del tercer día (o sea, el 4 de diciembre), se procedió a la elección de los tres cargos que interesaba designar durante esta reunión:

  1. La persona que ocupará inicialmente el cargo de Secretario de la LAC-RALO, para fines informativos y de comunicación interna. El nombramiento recayó en Carlton A. Samuels, representante de la Universidad de las Indias Occidentales, de Jamaica.
  2. Las dos personas que actuarán como representantes de la LAC-RALO ante el ALAC [6] de ICANN. Los designados fueron José Ovidio Salgueiro A., de Venezuela (por un plazo de tres años, no reelegible) y Carlos Aguirre, de Argentina (por dos años, reelegible por una sola vez). [7]

El cuarto y último día de trabajo estuvo marcado por la participación de todos los delegados de la región en una reunión abierta del ALAC con la junta directiva de ICANN, así como por el acto solemne de suscripción de los documentos constitutivos de la RALO. [8] De este modo, la LAC-RALO se constituye en la primera organización de esa naturaleza en ser creada, en todo el mundo. Esto, desde luego, representa un hito importantísimo y así se destacó.

Conclusión y recomendaciones

En mi opinión, la constitución formal de la LAC-RALO representa un paso delante de enorme importancia en el proceso de integración de los usuarios finales de Internet en el proceso "de abajo hacia arriba" que caracteriza la toma de decisiones en el seno de la ICANN.

Mientras continúe siendo la única ALS acreditada del área centroamericana, le corresponderá a la ACDI la responsabilidad de procurar fomentar ese nivel de participación. Por eso, reitero mi recomendación previa, en el sentido de que una parte del sitio web de la asociación sea dedicado a los documentos y otros materiales de referencia que vayan asociados a nuestra condición de ALS acreditada. Si la Junta Directiva así lo autoriza, podríamos adoptar las medidas necesarias para implementar la propuesta.

En espera de haber desempeñado satisfactoriamente la tarea encomendada, quedo a sus órdenes para cualquier aclaración o ampliación.

"MEMORANDUM OF UNDERSTANDING

Between
the Internet Corporation for Assigned Names and Numbers, Incorporated ("ICANN")

and

the Organizations
in the Latin America and the Caribbean Islands Region
Accredited as 'At-Large Structures' that are Signatories
("Signing Organizations")

Done this 4th Day of December 2006

1. Purpose and Scope

1.1. This Memorandum of Understanding ("MOU") defines an agreement between the Signing Organizations and the Internet Corporation for Assigned Names and Numbers. Its intent is to establish, and define activities to be carried out by, the Latin America & Caribbean Regional At-Large Organization, and supported by ICANN.

2. Definition of Terms and Abbreviations Used in this Document:

ICANN - Internet Corporation for Assigned Names and Numbers.

ALACICANN At-Large Advisory Committee.

Signing Organizations – Organizations in the Latin America & Caribbean region accredited by the ALAC as "At-Large Structures" that are signatories to this MOU.

LACRALO – Latin America & Caribbean Regional At-Large Organization.

At-Large Structure (ALS) – An organization accredited by the ALAC according to published criteria and standards.

LACRALO Operating Principles – Document describing the agreed functionality of the Latin America & Caribbean Regional At-Large Organization.

3. Composition of LACRALO

3.1. The LACRALO shall be comprised of At-Large Structures and individuals with non-commercial specific interests within the Latin America & Caribbean Region. All interested citizens or residents within the region are welcomed to join an ALS or form a new organization and apply for ALS accreditation.

3.2. To help ensure participation by any interested individual in the Latin America & Caribbean Region, the LACRALO will encourage the formation and accreditation of additional At-Large Structures and their participation in the LACRALO.

3.3. The LACRALO recognizes that ICANN has established criteria and standards for the accreditation of ALSes. The LACRALO will encourage organizations to apply for certification and assist with certification, including by:

a. Reviewing ALS applications from organizations in Latin America / Caribbean islands upon submission to ICANN and recommending whether or not the organization should be accredited as an ALS:

b. Providing LAC ALS applicants with LACRALO information and, if recommended by the LACRALO for accreditation, provisional membership in the LACRALO whilst the ALS application is under consideration by the ALAC;

c. When ALS certification is verified by the ALAC for LAC applicants, these applicants will be granted membership in the LACRALO.

4. Agreed Responsibilities of ICANN

ICANN agrees that during the term of this MOU it will work in conjunction with the LACRALO to support At-Large activities within the Latin America & Caribbean Region, including:

4.1. Helping to inform individual Internet users in the Latin America & Caribbean Region about ICANN news, meetings, policy development activities, and opportunities for ICANN participation;

4.2. Helping to promote outreach activities in the community of individual Internet users in the Latin America & Caribbean Region to advance understanding of, and participation in, issues addressed by ICANN that affect individual Internet users;

4.3. Offering Internet-based mechanisms that enable discussions among members of At-Large structures in the Region and with those involved in ICANN decision-making, and encourage interested individuALS to share their views on pending ICANN issues.

4.4. Providing the necessary resources to help support LACRALO activities subject to ICANN's annual operational and budgetary plans and processes.

4.5. Accrediting, through the ALAC, and taking full account of Clause 3.3 of this MOU, groups of individual Internet users in the Region as At-Large Structures using the minimum criteria and accreditation process as provided in the ICANN Bylaws.

4.6. Assuring the availability of major documents in the LACRALO languages.

5. Agreed Responsibilities of the LACRALO

The Signing Organizations agree that during the term of this MOU they will work in conjunction with ICANN to support At-Large activities within the Latin America & Caribbean Region, including:

5.1. Helping to inform individual Internet users in the Latin America & Caribbean Region about ICANN news, meetings, policy development activities, and opportunities for ICANN participation;

5.2. Helping to promote outreach activities in the community of individual Internet users in the Latin America & Caribbean Region to advance understanding of, and participation in, issues addressed by ICANN that affect individual Internet users;

5.3. Offering Internet-based mechanisms that enable discussions among members of At-Large structures in the Region and with those involved in ICANN decision-making, and encourage interested individuALS to share their views on pending ICANN issues.

5.4. Selecting two members to serve on the ALAC

5.4.1. The LACRALO will choose two (2) individuals to serve as representatives to the At Large Advisory Committee (ALAC), in the terms specified in the ICANN Bylaws. Only those ALSes who have been accredited prior to the election will be able to vote. Each accredited ALS will have one (1) vote. The selected representatives must be members of different ALSes, must have their principal residence in different countries of the region and their nationalities must be different. Selected representatives will have the responsibilities described in the ICANN Bylaws.

5.5. Periodically reviewing the results of their cooperation under the MOU and, when appropriate, recommending improvements in the MOU.

6. General Provisions

6.1. This Agreement requires the ratification of the ICANN Board of Directors.

6.2. This Agreement will become effective when signed by all Parties. The Agreement may be amended at any time by mutual agreement of the parties in writing. Either party may terminate this Agreement by providing one hundred twenty (120) days written notice to the other party. In the event this Agreement is terminated, each party shall be solely responsible for the payment of any expenses it has incurred in relation to the termination of this Agreement.

6.3.1. Amendments to this Agreement must be approved by the LACRALO General Assembly, who will designate the representative, or representatives, to sign the amendments on behalf of the LACRALO.

IN WITNESS WHEREOF, this Memorandum of Understanding is executed this 4th day of December 2006 by the Parties, acting through their duly authorized representatives.

Execution shall be upon signature for the Signing Organizations. For ICANN, execution shall be contingent upon final approval by the ICANN Board following completion of the public comment period.

"PRINCIPIOS OPERATIVOS DE LA LACRALO

CONSENSOS DE LA REUNION DE BUENOS AIRES

1. La LACRALO está formada por las ALSs de América Latina y el Caribe, acreditadas por el ALAC, como mecanismo para asegurar y promover la participación del usuario de la región en el proceso de desarrollo de políticas de ICANN.

2. La LACRALO promoverá la formación de agrupaciones de usuarios y su acreditación por el ALAC. Sin embargo, mantendrá mecanismos para que los usuarios de la región no integrados en ALS puedan expresar su opinión sobre el desarrollo de las políticas de ICANN.

3. La LACRALO será multilingüe desde su formación. Todos los documentos y discusiones serán mantenidos en los idiomas ingles y español. Está previsto incorporar los idiomas portugués y francés en el corto plazo, y revisar periódicamente la necesidad de incorporar otros idiomas utilizados en la región.

4. El órgano de gobierno de la LACRALO será una Asamblea General que estará integrada por dos (2) representantes de cada ALS acreditada, nombrados y removidos libremente por cada ALS, la cual comunicará a la Secretaría los nombramientos realizados.

Dichas personas se desempeñarán además durante el periodo de su nombramiento como contactos oficiales de la ALS ante la LACRALO.

La Asamblea General deberá, hasta donde sea posible, operar por consenso. Cuando no se pueda lograr el consenso, cada ALS acreditada en la Asamblea General tendrá derecho a un voto, y estos votos decidirán por mayoría simple cualquier asunto que se someta a votación. En caso de empate, quien presida la reunión, tendrá el voto dirimente.

5. La Asamblea General podrá formar distintos grupos de trabajo ad hoc para tratar temas específicos.

6. La LACRALO contará con el soporte de una Secretaría, dicha Secretaría será ejercida por una persona de una ALS designada por la Asamblea General.

7. La Secretaría tendrá funciones administrativas e informativas. Será responsable de mantener los sistemas de comunicación y asegurar el correcto flujo de la información sobre los asuntos en discusión entre todas las ALSs miembros de la LACRALO, y cualquier otra responsabilidad que le asigne la Asamblea General.

8. La LACRALO elegirá a dos (2) individuos para servir como representantes ante el At-Large Advisory Committee (ALAC), en los términos que han sido especificados en los estatutos de ICANN. Sólo aquellas ALS que hayan sido acreditadas antes de la votación, podrán votar en la elección. Cada ALS acreditada tendrá derecho a un voto. Los representantes seleccionados deben ser miembros de diferentes ALS, deben tener su lugar de residencia principal en diferentes países de la región, y sus nacionalidades deben ser distintas. Los representantes tendrán a su cargo las responsabilidades estipuladas en los estatutos del ICANN.

Para el caso de la elección se deberá tener también en cuenta la afiliación, residencia y nacionalidad de quien esté ejerciendo como representante ante el ALAC por LAC nombrado por el NOMCOMM.

9. La duración del mandato de los dos representantes electos por la LACRALO ante el ALAC será como máximo de dos (2) años y éstos no podrán ser reelectos.

Disposición Transitoria Primera. El mandato de los miembros iniciales durará dos (2) y tres (3) años respectivamente, y a partir de su vencimiento se elegirá a un nuevo representante. De este modo se votará todos los años por un candidato. En el caso del primer representante electo por dos años, podrá por única vez ser reelecto."

Ratificación de la Junta Directiva de ICANN

"Regional At-Large Organization for Latin America and Caribbean

Whereas, the ICANN Bylaws, Article XI, Section 2, Part 4, provide a process that allows individual Internet users to participate meaningfully in the work of ICANN, as the community known as 'At-Large'.

Whereas, groups representing individual internet users throughout the Latin America and the Caribbean ("LAC") Geographic Region have finalized work on organizing themselves as a Regional At-Large Organization ("RALO") by creating a Memorandum of Understanding (MOU) between themselves and ICANN.

Whereas, the LAC Regional At-Large Organization will serve as the main forum and coordination point for input from individual Internet users in this region to ICANN on issues that affect individual's use of the Internet's domain name system.

Whereas, the LAC Region is the first region of the global At-Large community to conclude work on a Regional At Large Organization, an achievement which represents a considerable milestone in the development of the multi-stakeholder process that is so fundamental to the work of ICANN.

Whereas, the LAC user groups have concluded their work on the MOU during the 27th International ICANN Meeting in São Paulo, allowing for the diverse communities engaged in ICANN to be present to recognize this achievement.

Whereas, the Parties to the MOU, composed of ICANN and fourteen representatives of the At-Large Structures in the LAC region, signed it at a public ceremony at the São Paulo ICANN meeting, with the execution of the agreement on ICANN's part contingent upon final approval by the ICANN Board following completion of a public comment period.

Resolved, the ICANN Board applauds the community of Latin America and the Caribbean Internet users and recognizes their achievement of this important milestone."
